29 March 2006 Dear IGF Secretariat By way of response to your call for "public policy issues" to be discussed during the first meeting of the IGF, we would like to refer you to the UNDP/APDIP ORDIG project, the Open Regional Dialog on Internet Governance. This very substantial project involved several notable activities including a comprehensive survey of stakeholder views on Internet Governance priorities throughout the Asia Pacific region. This survey, clearly the most thorough such exercise undertaken during the WSIS period, was conducted in 12 major regional languages, and received over 1,200 responses from 37 countries and representative of all major stakeholder groups. The results of the ORDIG project and of the survey in particular are contained within the APDIP publication "Internet Governance: Asia-Pacific Perspectives", which is available at the following URL. http://www.apdip.net/news/igovperspectives Page 40 of this report provides a summary of Asia-Pacific "concerns and priorities", including some 22 Internet Governance issues listed in priority order. From this list is is clear that the three issues of highest priority are: Cybercrime Viruses Spam Notably, these are the only issues having a dissatisfaction level of over 90%, and also the only issues having a satisfaction level of under 10%, according to the survey. Furthermore the same 3 issues appear as the top 3 concerns (although in varying order) in each of the project report's individual country reports from China, India, Indonesia, Pakistan and Thailand.
